SERVICES


Brooks & Associates provides an array of services for its clients as follows:  

Financial Statements and Reports  

  • Prepare the following external financial statements and reports for Federal agencies:

o        Accountability Reports, including the audited form and contents financial statements   

          (OMB Circular 01-09).

o    The President’s Budget - Program and Financing Statement and other Supporting          

          Schedules (in Accordance with OMB Circular A-11).

o        Outlay Reports (in accordance with OMB Circular A-11).

o        Statement of Transactions Reports (SF 224).

o        Statement of Accountability (SF 1219/1220).

o        Federal Agency Centralized Trial Balance System 1 (FACTS I Reports).

o        Federal Agency Centralized Trial Balance System 11 FACTS II Reports).    

  • Prepares internal management and ad-hoc reports affecting various funds and programs.  

 Support for Audited Financial Statements    
  • Compile and review financial statements in accordance with the standards established by the American Institute of Certified Public Accountants (AICPA), Financial Accounting Standards Board (FASB), and the Federal Accounting Standards Advisory Board (FASAB). 

  • Compile and review financial statements for Federal agencies as required by Government Management and Reform Act of 1994 and in accordance with Office of Management and Budget’s (OMB) Form and Content (01-09). 

  • Implement accounting standards issued by the FASAB, such as Statement of Federal Financial Standard (SFFAS) Number 10 – Accounting for Internal Use Software. 

  • Prepare pro-forma and forecasted financial statements.

  Internal Audit Support    

  • Assist agencies in responding to audit findings, including internal control deficiencies and material weaknesses, systems weaknesses, noncompliance with generally accepted accounting principles, and reconciliation issues.

  • Assist agencies in conducting internal control reviews to preclude audit findings.  

Analysis and Reconciliations  

  • Perform reconciliation of balance sheet accounts including Fund Balance with Treasury Account (SF 6653 and SF 6652)  and NFC Payroll. 

  • Review and adjust unliquidated obligations to reflect proper obligated and unobligated balances in the accounting records. 

  • Review and analyze contract and grant files and preparing the necessary documentation to closeout vendor and grantee agreements when necessary.  

  • Perform monthly reconciliations/reviews of budgetary vs. proprietary account relationships; determine differences; and prepare adjusting entries

  • Perform reconciliations of subsidiary accounts vs. general ledger control account and prepare adjusting entries as necessary. 

  • Analyze and reconcile FACTS II edit check errors.

  • Reconcile property and equipment accounts to ensure that property transactions are properly recorded as capitalized assets or expensed in the general ledger.

  • Analyze apportionments/allotments records to ensure proper funds control.

  • Reconcile the Statement of Budgetary Resources to the SF 133 and the Programming and 

  • Financing Statement.  Differences are reported to management and disclosed in the footnotes  that support the financial statements.

  • Review reimbursable records to determine the propriety of accounts receivable, deferred revenue  unfilled customer orders, and anticipated authority.  Coordinate with program and budget offices to ensure that customer records are adjusted in a timely manner.

  • Perform monthly relationship analysis for general ledger budgetary and proprietary accounts that are impacted by reimbursable transactions.  Examples of the data elements included in this  analysis include proprietary accounts receivable vs. budgetary reimbursements earned; and  proprietary deferred revenue vs. budgetary unfilled customer orders (with advance).  

Prepares agreed upon procedures

  • Assist agencies in reviewing and applying to one or more specified elements, accounts or items.  

Training
  • The firm teaches the following classes: Basic Accounting Concepts, Standard General Ledger (basic/intermediate/advance), Federal Agency Centralized Trial Balance System I (FACTS I), Federal Agency Centralized Trial Balance System II (FACTS II), Upward & Downward Adjustments, General Ledger Trial Balance and Crosswalks, Certifying Officer, SF 133, Dollar & Cents, SGL Revolving Funds, Basic Accounting Concepts, and Accrual World.  Members of our project team received overall outstanding performance ratings for all the courses that we taught.

Other Consulting Services

  • Provides a wide range of services pertaining to government programs and fiscal operations; including financial management, accounting, financial reporting and budgeting. 

  • Implements personnel management improvements including job engineering, productivity enhancement, and total quality management. 

  • Manages professionals at various organizational levels including project management. 
    Improves staff development. 

  • Uses personal computers and a variety of standard software applications to work efficiently and to improve the quality of products.

  • Evaluate Agency’s system of internal control. 

  • Train client’s staff on maintenance of accounting systems.
